Main Purpose of the role

The main purpose of the role will be regarding delivering technical capabilities like:
  • Service and Resource. Long and medium term planning and design, as part of the Infrastructure and Product Lifecycle Management. Resource here must be understood as the complete Operator's IS/IT infrastructure under the team's scope. This Service Function (SF) must ensure the best cost effective design, the adequate network and technology evolution, ensuring the consistency of the service and resources.
  • Short term planning, service and resource engineering, responsible for the detailed design of new or enhanced services or resources, supporting the deployment of the solution and ensuring that it meets the project requirements.
  • Post-incident analysis as part of the Problem Management process and for approving any change that affects the network (or service) topology.
  • Network (and Service) performance management and capacity management, responsible to ensure that the services or resources are performing adequately and that enough capacity is available to meet the business requirements and growth projections. This function will prompt the need for a specific network optimization.
The BSS Engineer in this role will focus on the following areas:
  • Charging, rating, mediation, billing, payments and financial management systems
  • Customer touch point management and CRM
  • Enterprise management systems

Key responsibilities

  • Close relationship with Product and Concept-to-Market units to assure that new product requirements are well defined and translated for the purpose of network implementation
  • Design, engineer, develop and test new solutions of Charging/Mediation/Billing systems
  • Creation of new Products/Offers
  • Project delivery. Network design. Integration and migration strategy definition. Collaboration with other relevant departments. Responsible for end-to-end delivery
  • Production of technical documentation (HLD's, LLD's, WO's, etc) for all solutions produced
  • Produce and Maintain an updated documentation catalogue per service/application
  • Ensure that solutions consider longer-term technical debt and impact on pertinent roadmaps
  • Define solutions that facilitate fast realisation of business benefits
  • Guarantee that solutions represent good economic value to Truphone and therefore consider total life costs (build, maintains, retire) and continuously optimize the existing ones
  • Work with other relevant teams (Architecture, Development, Engineering, Infrastructure, Operations, OSS and Performance) as part of a project team for the delivery of new solutions.
  • Analyse, specify and validate new solutions, functionalities, technologies, equipment and tools
  • Build and analyse capacity, performance and dimensioning plans for each service/application
  • Maintain relationships with suppliers and vendors of the different products
  • Develop, document and maintain functional test plan and test cases
  • Execute and evaluate manual or automated test cases and report test results

Skills and experience required

  • Five or more years of experience with design and/or operations of charging, mediation and billing systems (such as Charge@Once Mediate, MediationZone, InBill, Kenan or other), preferably in a telecom environment
  • Practical user experience with Billing integration to other Business Support Systems (including Provisioning, Mediation, Rating, CRM)
  • Experience in mobile services charging (Offline and Online). Overall knowledge of telecom domain, protocols like Diameter, SOAP/HTTP, SMPP, Web Services and HTTP Rest architecture
  • Knowledge and understanding of the contents of billing CDRs (Call Detail Records) from various network elements/gateways
  • Good understanding of billing processes, billing modes
  • Good understanding of mobile roaming inter-operator charging (TAP files and NRTRDE)
  • Good understanding of wholesale billing and reconciliation processes
  • Relevant experience of a telecoms service provider frameworks, and particularly with core processes of order fulfilment, assurance, billing and related finance processes
  • Experience in telecommunications operator environment (project deployment, implementation, integration, development of solutions)
  • Hands on in producing standard Software Development Live Cycle (SDLC) designs including Impact Assessments, logical High Level Designs and physical LLD's
  • Experience of in-house and vendor supplied application concepts and application layers
  • Ability to manage and drive suppliers and vendors (internal/external) in projects, including requirements definition up to solution acceptance.
  • An understanding of ITIL and its relationship with other best practices.
  • Familiarity with quality, security, and risk management practices including relevant ISO standards.
